It is noteworthy, however, that state lotteries are not particularly sensitive to the actual fiscal condition of their governments; even in periods of economic stress, they can still win broad public approval.<\/p>\n
In part, this popularity stems from the implicit message that a person who plays the lottery is doing his or her civic duty, even if the chances of winning are slim. The evidence also shows that a significant portion of lottery play is motivated by the desire to improve one\u2019s financial situation, as well as by an emotional attachment to the idea of wealth.
